Mid Level Consultant

Background The Monitoring & Action for Gender & Equity (MAGE) project is a JHU partnership with the World Bank’s Global Financing Facility on Women, Children and Adolescents (GFF), with funding from the Bill and Melinda Gates Foundation from November 2021 to April 2025. MAGE aims to strengthen the capacity and execution of gender- and equity-intentional monitoring and evaluation and data utilization in GFF partner countries in Africa and Asia for the improvement of reproductive, maternal, newborn, child, adolescent health, and nutrition (RMNCAHN) outcomes.

The project has four specific objectives:

  • Strengthened capabilities and services of the GFF secretariat on gender and equity M&E
  • Increased access to and uptake of gender and RMNCAHN data, tools, and evidence by the GFF and partner countries.
  • Improved engagement with and capacity of GFF countries on gender and equity M&E.
  • Strengthened systems and sustainability at GFF on gender and equity M&E.

The partnership model has been founded on having a full-time Senior Gender and M&E expert from JHU embedded as a staff member at GFF, and supported by a combination of full-time and part time JHU faculty members who provide more limited, ongoing support.
The project has just begun its final year with current funding and is negotiating the potential for a 2nd phase. Much has been accomplished during the past 2.5 years, including the formulation of four key pillars for prioritizing the integration of gender and M&E in GFF supported countries: 1) Quality of Care; 2) Health Financing; 3) Data and Information Systems; and 4) Human Resources for Health.
A number of analytics as well as technical support efforts on all four pillars and across the GFF portfolio are currently underway, including in depth support to Pakistan, Ghana, and Cote D’Ivoire, as well as more limited technical support to Zambia, Ethiopia, and Bangladesh.

Scope of Work

JHU is looking to hire a mid-level consultant with strong M&E skills and interest/experience in gender and health for the 10 month period from July 2024 to April 2025 at 75%-100% effort.
If the project is extended, there will the the possibility for the consultancy to be extended.
The consultant will report to and work closely with the embedded MAGE Senior Gender and M&E expert at GFF, with the following responsibilities:

  • Support the GFF secretariat in establishing, integrating and tracking gender indicators, data sources, KPIs, as well as related measurement and reporting processes.
  • Collaborate with JHU team members on the initiation, progression, and completion of key analytics and related deliverables, serving as a conduit on GFF processes, needs and opportunities as well as a translator between applied and academic approaches.
  • Provide gender and M&E TA support to GFF countries as well as to GFF focal points, results specialists, and Liaison Officers.
  • Provide as needed gender and M&E support to related GFF initiatives such as ADLAB and FASTR as well as the process of proposing a MAGE follow-on.

Required skills and qualifications

  • Must have an advanced degree in global or public health, international development, economics, demography, statistics, data or social sciences. Advanced training in gender is an asset.
  • At least 8 years of LMICS relevant work experience including on quantitative data and measurement, at least 3 years of which are in global health and gender.
  • Demonstrated analytical skills, including on data collection, quality review, analysis, and synthesis. Experience with HMIS systems in LMICS preferred.
  • Ability to synthesize and present complex information clearly—in writing, visually, and orally—for the intended audience.
  • Ability to manage across multiple teams and work in a quick turnaround, demanding environment.
  • Ability to work independently with an appetite for problem solving, increasing levels of responsibility, and accountability for timely response to internal and external requests.
  • Excellent communication and listening skills including the ability to facilitate dialogue with various stakeholders including multi-national agencies, academia, private sector clients, government partners and operations teams.
  • Ability to translate across academia and national as well as international organizations working with project design, implementation and measurement from a more practical and applied perspective.
  • Demonstrated ability to work collaboratively and respectfully within and across teams, languages, and cultures.
  • Fluency in written and oral English.
  • Experience at the World Bank, UN or multilateral agencies preferred.
  • French language proficiency preferred.
